Private Label Toothpaste: MOQ, Cost & Certifications — OEM Buyer's Guide (2026)

Toothpaste rarely makes the trend lists — and that is exactly why smart brand owners like it. Everyone uses it twice a day, it runs out every month, and a differentiated tube (herbal, whitening, fluoride-free, kids) builds a subscription-grade repeat business. Here is what it actually takes to launch a private label toothpaste brand with an OEM manufacturer in 2026.

Why toothpaste is a strong private label play

  • Guaranteed consumption: a 50–100g tube lasts 4–6 weeks. Your reorder cycle is built into the product.
  • Low price, low risk trial: customers try a new toothpaste far more easily than a new serum — ideal for building a customer base you can later upsell to skincare or supplements.
  • Clear differentiation angles: herbal and natural (the biggest search category in Asia), charcoal or enzyme whitening, sensitive care, fluoride-free, halal-certified, kids' flavors.
  • Simple logistics: tubes are light, unbreakable and airfreight-friendly.

Formula directions that sell in 2026

  • Herbal / natural: clove, neem, miswak, Thai herbal blends (mangosteen, guava leaf) — the strongest sellers across Southeast Asia and the Gulf. Usually paired with a “no SLS, no paraben” claim.
  • Whitening: activated charcoal, papain enzyme or gentle abrasive systems (hydrated silica). Note: peroxide-based whitening is regulated as a different category in many markets — keep it enzymatic for a standard cosmetic notification.
  • Sensitive: potassium nitrate or hydroxyapatite — the fast-growing “biomimetic” claim premium brands use.
  • Fluoride or fluoride-free: decide per market. Fluoride content is capped and regulated everywhere — your manufacturer must document the level in the CoA.

MOQ, cost and timeline: the real numbers

  • MOQ: from about 1,000 tubes for an existing formula (private label). Custom formulas typically start at 5,000–10,000 tubes.
  • Unit cost: roughly $1–2.5 ex-factory for a 50g printed tube at small volume, dropping fast at 5,000+. Boxed (tube + carton) adds $0.15–0.35.
  • One-time costs: tube plate + printing setup, carton design, product registration and samples — usually a few hundred dollars total for a first run.
  • Timeline: 30–45 days after artwork approval and sample sign-off for a ready formula.

Before you ask for a quote, write a one-page brief — size, flavor, key claim, target market, quantity. Our template: How to write a product brief your manufacturer can use.

Certifications and registration checklist

  • Factory side: GMP (ASEAN Cosmetic GMP) and ISO 22716 are the baseline. Halal certification opens Indonesia, Malaysia and the Gulf.
  • Product side: toothpaste is regulated as a cosmetic in most of Asia — a notification per market (Thai FDA, Philippine FDA, etc.), backed by CoA, stability data, free-sale certificate and ingredient list from your manufacturer.
  • Claims: “whitening”, “reduces plaque” are fine as cosmetic claims; “treats gingivitis” crosses into therapeutic territory in many markets. Ask your manufacturer to review artwork claims per market before printing.

Packaging: the tube is the brand

Toothpaste is bought in three seconds off a shelf or a thumbnail. What works: one hero claim in large type, an ingredient visual (herbs, charcoal), a clean color code per variant, and a carton for the premium tier — the box roughly doubles perceived value for cents.
